Information Fusion and Situation Assessment Specification - Draft (D3.1)

This document provides a report of the work carried out so far in Task 3.1 Information Fusion and Situation Assessment. It presents the specification and design of the situation assessment services and the information fusion functionality to be implemented in the short- term approach of PHAROS, having in mind the long-term multi-hazard approach of PHAROS.

As result of the requirements analysis and the interaction with end users and the Advisory Board (AB) it turned out that Incident Management (DSS-IM) functionality is required already in the short-term approach of PHAROS. It has been decided to design and implement this functionality as part of the PHAROS DSS and assign this activity to the tasks T3.1 and T3.3. Therefore, the current specification and design of the Incident Management functionality has also been integrated into this document.

This document presents the draft overall architecture of the set of Decision Support Services and describes the role and purpose of the individual services (see section 4). In general, the provision of decision support is based on two major steps: the generation and update of situation awareness (SAW), followed by the generation and update of decision proposals. Task 3.1 and the deliverables D3.1 (Draft) and D3.2 (Final) relate to the first step, while the decision support functionality and the decision support service itself is dealt with in Task 3.3 and described in separate deliverables D3.6 (Draft) and D3.7 (Final).

Section 3 compiles the technical requirements that the services described in this document need to address in order to comply with the user and system requirements described in Deliverable D2.8 (Draft) and D2.9 (Final), respectively.

The interaction with other components of PHAROS and the interfaces provided are  described in section 8.

Furthermore, the current specification and design of the shared Common Operational Picture (sCOP) format (Task 3.5) has been integrated into this document.

The final specification of the situation assessment services and the information fusion functionality (deliverable D3.2) is expected to enhance the draft version of the document with the revised set of technical requirements, a description of the information fusion functionality implemented and the specification of the sCOP format.
